You need to do a bunch of challenges and riddles in order to save Catwoman from him. First off head to the Orphanage and fight with her against the Robots. After you win you will get a challenge on Bleake Island, head over there with the Batmobile. This one is a 3 lap race, if you fail you will have to start over. Riddler is basically cheating, because the full board time is only eniugh to land 8/11 shots. You have to use the power winch charger behind you so you can use the missal barrage on the full board. You still need to shoot one, so shoot one out before the barrage or locate the unlocked one while the missals fly.

You know right after the Final Exam room, when Catwoman removes the collar, and you try to walk out of the building, the Riddler shows up in his mech suit, and you have to fight a bunch of bots. Only then, instead of finishing the fight, he locks himself behind a forcefield, goes underground, and taunts you that you must solve all riddles.
